PNGAS Names Executive Director

LTC Tim GwinnFort Indiantown Gap (3 Feb 12).  The Pennsylvania National Guard Associations (PNGAS) has named Lieutenant Colonel Tim Gwinn, PAARNG (Ret.) as its incoming executive director.  LTC Gwinn was named to the post at a special meeting of the  PNGAS Board of Directors on 3 February 2012.  

LTC Gwinn is slated to succeed Brig Gen (PA Ret.) Dean Oswald as executive director when he retires at the end of 2012.  Until then, he will serve as Assistant Executive Director during the transition period.

"Im pleased to announce that Tim Gwinn will become our new executive director, " said PNGAS chairman Joel Mutschler.  "Colonel Gwinn has the background and experience to stand him in good stead in this important position.   The 'left-seat/right-seat' arrangement with Dean Oswald will ensure continuity and a smooth transition,  I'm sure Tim will do a great job for our Associations," Mutschler noted,

"When Dean Oswald announced his plans to retire at the end of 2012, PNGAS immediately launched an effort to find an executive director who could build on Dean's many successes," said Chuck Kim, PNGAS vice-chairman.  "PNGAS was truly fortunate to have had five talented applicants for the executive director contract. They all impressed the board with their experience and their vision.  PNGAS will be in good hands with Tim Gwinn as executive director," Kim concluded.

LTC Tim Gwinn served as PNGAS chairman and President of the National Guard Association of Pennsylvania (NGAPA).  As an officer and director of PNGAS, he coordinated several state conferences and participated in national conferences. He served as a member of the Joint Homeland Defense/Homeland Security Task Force for the National Guard Associations of the United States (NGAUS).

Prior to his retirement from the Pennsylvania Army National Guard in January 2012, LTC Gwinn served as Commander of the 3rd Weapons of Mass Destruction Civil Support Team.  Prior to that assignment, he served  as Plans and Operations Officer for the Joint Force Headquarters.  He is a graduate of Liberty University and of numerous military schools and programs.
